
Luis Ramos-Cumez, 20, was killed in a fatal crash after the electric motor scooter he was riding collided with a back of a delivery truck that was double-parked near a restaurant in the Gravesend neighborhood of Brooklyn. According to a Streetsblog news report, Ramos-Cumez was headed north on 86th Street when he collided with the delivery truck. He died at the scene of the crash while his passenger was transported to a local hospital in serious but stable condition. Police said Ramos-Cumez was driving a moped.
Dangerously Parked Trucks
Police said the parked and unoccupied delivery truck was double-parked. It is not known if the truck driver was cited for the dangerous and possibly illegal parking that might have led to the fatal collision. According to Streetsblog, the stretch of 86th Street where this crash took place is notorious for double-parked delivery cars.
Ramos-Cumez’s death marks the fourth fatality in New York City involving a moped or e-bike this year. Traffic deaths citywide have risen from 244 in 2019 to 262 in 2021. In 2022 alone, there have been 63 traffic accident fatalities so far with the injury and fatality numbers threatening to exceed those of last year.
In this case, the report states the delivery truck was unoccupied and double-parked. New York City law states that delivery trucks cannot double-park for more than 20 minutes while “actively engaged in loading or unloading goods, tools, materials or other items for the purpose of making pickups, deliveries or service calls.”
