Bicyclist and Pedestrians Killed in Multiple NYC Crashes

Bicyclist and Pedestrians AccidentsTwo pedestrians and one bicyclist were killed across three boroughs on the night of April 5 — two of these collisions involved drivers who fled the scene. According to news reports, one crash involved 23-year-old Chaim Blum who was standing on a Brooklyn sidewalk when a minivan careened into him after it was struck by another vehicle at the intersection of 13th Avenue and 50th Street in Borough Park.

Two Hit-and-Run Collisions

The victim, a resident in that neighborhood, was standing on the southeast corner when one of the vehicles T-boned the other at the intersection, sending the struck vehicle spinning toward the sidewalk. Blum was found lying in the street with trauma wounds and pronounced dead at a local hospital.

In another incident, Hua Pan, a 64-year-old man, was fatally injured in a bicycle accident after he was rear-ended by a pickup truck that left the scene. Pan was hit at the intersection of Williamsbridge and Pierce Avenue. The victim was in the crosswalk, just steps away from his home, officials said.

Also, hours earlier, in East Harlem, 62-year-old Oscar Neives was hit and killed after being struck by an SUV while in the crosswalk at Third Avenue and East 122nd Street. He was rushed to a hospital in Harlem where he died from his injuries. The vehicle fled the scene and was last seen traveling northbound on 3rd Avenue. No arrests have been made in either case and the investigation is ongoing. Our heartfelt condolences go out to all the victims’ families. They will be in our thoughts and prayers.

Pedestrian and Bicyclist Safety

These three same day collisions occurred on what are known as Vision Zero Priority Corridors — streets the city knows are particularly dangerous. So far this year, 54 New Yorkers have died on city streets, which is up more than 10% from the Vision Zero-era average. Nearly two-thirds of deaths this year alone have involved New Yorkers walking or riding bicycles. Traffic safety advocates are asking lawmakers to act now and further reduce existing speed limits.

The New York City Department of Transportation (DOT) reported that in 2022, there were 255 traffic fatalities on city streets in 2022, a 6.6% decrease from the 273 recorded in 2021, but still 23.8% higher than the 206 recorded in 2018, the lowest number since the implementation of Vision Zero in 2014.
