Jeffrey Michael Hall, 34, of Monticello, a survey worker, was critically injured the afternoon of Aug. 15 after being hit by a pickup truck in an active work zone in Chenango County. According to a report on Lohud.com, the crash occurred on State Route 206 in the town of Greene. New York State Police said a preliminary investigation determined that a 2023 Ford Ranger was traveling westbound on Route 206 through a posted work zone when the driver failed to maintain his lane.
Ongoing Investigation
The truck ended up striking Hall, a survey worker who was outside his vehicle on a closed portion of the roadway. The impact knocked Hall into the open door of his vehicle. He suffered serious injuries and was flown to SUNY Upstate Medical University, where he was listed in critical condition. Police identified the driver as Kenneth J. Alberts, 59.
He called 911 immediately after the crash and cooperated with investigators, police said, adding that he was issued traffic citations. The New York State Police Collision Reconstruction Unit responded to the scene to assist with the investigation, which is ongoing. Our thoughts and prayers are with the injured worker. Work Zone Safety and Move Over Law
State Police are reminding motorists to use extra caution when driving through active work zones. Officials say drivers should slow down, follow posted speed limits and remain alert for workers and equipment. They said motorists should also be prepared for lane changes, sudden stops and other changes in traffic patterns.
New York’s Move Over Law offers protection for workers who carry out construction, maintenance and other essential jobs alongside busy roadways. Under Vehicle and Traffic Law Section 1144-a, drivers must exercise due care to avoid colliding with stopped or parked vehicles that display emergency or hazard lights.
On parkways and controlled-access highways, that duty generally includes moving out of the lane immediately adjacent to the shoulder when it can be done safely and legally. A driver’s failure to take reasonable precautions can contribute to a serious collision and can serve as evidence of negligence (carelessness) in a personal injury claim.
For highway workers the danger is particularly serious, especially with many working only feet away from moving traffic. New York officials reported 366 work-zone crashes on NYSDOT-owned roads in 2025, resulting in 58 injuries and two deaths.
